Once you know what is not included, then you need to budget for these items and enlist the help of your families and friends.

Decorating your wedding reception location will require the purchase of candles, flowers, tablescloths, napkins, silverware, and wedding favors.  Many craft stores/catalogs sell a large variety of do-it-yourself products to decorate, but you need to consider the cost and time involved to prepare the wedding reception location.  You will find that this will stretch your budget even more, leaving you with more to spend on other items, even on your honeymoon.
